Bring 8 cups of water to a boil in a large saucepan. Stir in the Thai tea powder and sugar.
Cover and remove from the heat to steep for 15 to 30 minutes, depending on desired strength.
Strain the tea through a fine-mesh strainer and let cool.
Keep in an airtight container in the refrigerator for up to 2 weeks.
TO MAKE ONE DRINK:
In a shaker, combine ice, 2 cups Thai iced tea, and 1 to 2 tablespoons condensed milk, or to taste, and shake well to blend. Serve over ice in a tall glass.
